La creación de una misión de empleo en la actual coyuntura, que se encargue de buscar salidas al riesgo de incremento de la desocupación, ante el temor del sector productivo de arrancar actividades de manera paulatina (inclusive los que tienen vía libre para hacerlo o con frecuencia reclaman por la inactividad) fue el punto central de la mesa de concertación de política salarial que tuvo lugar este martes, de manera virtual, entre los gremios, los sindicatos y el Gobierno.
Tras definir por consenso tres puntos fundamentales que deben trazar la búsqueda de soluciones al desempleo, «para evitar el fracaso de anteriores misiones», según contó el presidente de la Confederación General de Trabajadores (CGT), Julio Roberto Gómez, el pago de la prima absorbió la atención de la mesa
Previo a concluir el punto del empleo, se definió que las alternativas deben combinar «defensa del empleo, del aparato productivo y de la producción nacional».
Luego, vino el debate en torno al pago de la prima, pues, si el ministro de Trabajo, Ángel Custodio Cabrera, expresa que el subsidio estatal para el giro de esa prestación a los trabajadores pareció unificar a gremios empresariales y sindicatos, hacia una misma posición, la mesa revisó varias de las propuestas que se han lanzado.
«Desde la de Vargas Lleras, que apunta a desconocer los derechos de los trabajadores», según recordó Gómez, hasta las alternativas que hablan de aplazar el pago para el semestre entraron en la discusión.
Hay que recordar que el gremio de comerciantes Fenalco fue uno de los que mencionaron la posibilidad de que el Gobierno subsidie el pago de la prima, al igual que lo hará con el pago de la nómina. Otros gremios también ven que la salida estaría entre el subsidio y el aplazamiento.
Si los trabajadores no reciben plata, ¿con qué compran?
Sin embargo, la CGT recordó una premisa básica de la economía: «Si la gente no tiene con qué comprar, para qué van a producir las empresas».
El líder sindical de la CGT advirtió que en la actualidad hay miles de empresas que ni siquiera han pagado el salario de abril. Allí entran sectores como los del turismo (hoteles, restaurantes, agencia) o los negocios pequeños.
Según indicó Gómez, «la prima es lo de menos. De qué sirve que los computadores los pongan a bajo precio si los ciudadanos no tienen liquidez».
Desde esa perspectiva, la salida es utilizar parte de las reservas internacionales que, según sus cuentas, ascienden a 54.000 millones de dólares. «Usar 10.000 millones al menos para dar auxilio a las empresas, y no a través de regalos, porque las reservas son ahorros de los colombianos. Tendría que pensarse en una estrategia de financiación con intereses bajos y periodos de 6 meses o más», señaló el dirigente gremial.
Por el momento, el balón está en la cancha del Gobierno, por lo que se espera qué salida habrá para que los tres días sin IVA enganchen en un contexto en el que la ciudadanía tenga capacidad de compra y se anime así el sector productivo a prender motores. En ese sentido, dejar de pagar la prima no sería el camino indicado para la reactivación económica de la que habla el Gobierno.
